In a representation dated August 8, Rao alleged that the investigation into [...] <p data-start="156" data-end="433"><strong data-start="156" data-end="170">HYDERABAD:</strong> Former Central Bureau of Investigation (CBI) director M Nageswara Rao has urged Telangana Director General of Police C V Anand to transfer the investigation into a case against trainee IPS officer M Uday Krishna Reddy to the CB-CID or another independent agency.</p> <p data-start="435" data-end="808">In a representation dated August 8, Rao alleged that the investigation into Attapur Police Station Case No. 824, registered on July 18, had raised questions about the manner in which the case was handled. He sought an independent probe into the arrest, subsequent addition of serious charges and allegations of custodial ill-treatment.</p> <p data-start="810" data-end="1149">Rao's representation concerns allegations made by a fellow IPS probationer against Reddy, who was arrested on July 29 and remanded in judicial custody, according to reports. Police had booked him over allegations including sexual assault, sexual harassment, stalking and threatening the woman trainee.</p> <h3 data-section-id="3a6euz" data-start="1151" data-end="1219">Representation questions timing of arrest and additional charges</h3> <p data-start="1221" data-end="1378">Rao alleged that police acted with "unusual haste" even before the internal inquiry under the Prevention of Sexual Harassment (POSH) framework had concluded.</p> <p data-start="1380" data-end="1614">He asked the DGP to examine whether the statutory requirements for arrest had been properly considered, including the possibility of the accused tampering with evidence, influencing witnesses, committing another offence or absconding.</p> <p data-start="1616" data-end="1970">The former CBI director also questioned the circumstances in which allegations of rape and attempt to murder were, according to his representation, subsequently incorporated in the remand proceedings. He sought examination of the contemporaneous record to establish when the allegations were first made and the material on which the additions were based.</p> <p data-start="1972" data-end="2174">Public reports from July had initially described the case as involving allegations of stalking, assault, criminal intimidation and outraging the modesty of a woman.</p> <h3 data-section-id="1y5c4he" data-start="2176" data-end="2242">Rao seeks inquiry into alleged threats and custodial treatment</h3> <p data-start="2244" data-end="2446">Rao also referred to reports about Reddy's treatment while in custody. He alleged that Reddy had complained before a magistrate of inhuman treatment and interrogation at locations without CCTV coverage.</p> <p data-start="2448" data-end="2682">The representation further refers to an allegation that Hyderabad police commissioner V C Sajjanar personally interrogated Reddy and threatened him with an encounter. Rao said the allegation, if true, warranted an independent inquiry.</p> <p data-start="2684" data-end="2948">These allegations are contained in Rao's representation and have not been independently established in the material reviewed for this report. The representation seeks preservation of CCTV footage, electronic communications, call records and other digital evidence.</p> <p data-start="2950" data-end="3350">Rao also questioned whether there could have been any extraneous consideration in the handling of the case. He referred to the May murder of Tanuja Ranjan, wife of retired IPS officer Vinay Ranjan Ray, at their Prashasan Nagar residence. Hyderabad Police had then suspected the involvement of a domestic worker and a gang, and formed teams to trace the suspects.</p> <p data-start="3352" data-end="3608">Rao's representation also refers to previous encounter cases associated with Sajjanar and argues that the allegations concerning Reddy should be independently examined. Those references are Rao's assertions and are not treated here as established findings.</p> <h3 data-section-id="s3b319" data-start="3610" data-end="3672">Former CBI director seeks five measures from Telangana DGP</h3> <p data-start="3674" data-end="4013">Rao has sought five measures: transfer of the investigation to the CB-CID or another independent agency; an independent inquiry into the alleged custodial treatment and encounter threat; preservation of relevant evidence; a departmental inquiry into Sajjanar's alleged role; and an investigation conducted without prejudice to either side.</p> <p data-start="4015" data-end="4168">Rao said he had sent the representation to the DGP's official email and through X because he did not have secretarial assistance to send a physical copy.</p> <p data-start="4170" data-end="4304">The representation was signed by Rao as "M.
