FGG seeks Governor’s intervention over alleged transfer of Kollur land

Padmanabha Reddy alleged that about 83 ex-servicemen were allotted three acres [...] <p class="isSelectedEnd"><strong>HYDERABAD: </strong>The Forum for Good Governance (FGG) has urged Telangana Governor to seek a review of the alleged transfer of government land in Kollur village, Sangareddy district, which it said was originally allotted to ex-servicemen.</p> <p class="isSelectedEnd">In a representation dated September 23, 2026, FGG president M. Padmanabha Reddy alleged that about 83 ex-servicemen were allotted three acres each in Survey No. 191 of Kollur village.</p> <p class="isSelectedEnd">According to the representation, the Tahsildar issued a supplementary Sethwar under assignment proceedings to implement the allotment. However, FGG said there was no subsequent action to demarcate the individual plots and hand over possession to the assignees.</p> <p class="isSelectedEnd">The forum said the government later appointed S.K. Sinha, IAS (Retd), to examine the allotment of government lands and issuance of no-objection certificates after the formation of Telangana.</p> <p class="isSelectedEnd">According to FGG, the inquiry report relating to Kollur alleged that seven revenue officials acted in concert and that around 250 acres in Survey No. 191, earlier allotted to ex-servicemen, were transferred to private parties using purportedly fake documents.</p> <p class="isSelectedEnd">The representation named Maks Worth Orchards India Ltd, Vajra Farma Engineers, Kamalesh Lohade, P. Anantha Laxmi, K. Venkateshwara Prasad, S. Venkateshwara Rao and C. Laxmikar Reddy in connection with the land.</p> <p class="isSelectedEnd">FGG alleged that pattas or title certificates relating to the land were obtained on the basis of such documents.</p> <p class="isSelectedEnd">The forum further said the government ordered an inquiry by the District Collector after receiving the Sinha report. It said the Collector submitted a report through the Commissioner and Chief Commissioner of Land Administration (CCLA).</p> <p class="isSelectedEnd">According to FGG, the report found two revenue divisional officers, four Tahsildars and an assistant director of Survey and Land Records responsible for irregularities relating to the transfer of the land.</p> <p class="isSelectedEnd">The CCLA report was forwarded to the government in 2016, the forum said. It sought details of the action taken on the findings and against the officials concerned.</p> <p class="isSelectedEnd">FGG said around 50 acres of the approximately 250 acres was presently occupied, with a colony having come up there, while around 200 acres remained unoccupied. It alleged that the records continued to reflect ownership or title in the names of the persons and entities mentioned in the representation.</p> <p class="isSelectedEnd">The forum has asked the Governor to take up the matter with the state government and seek a review of the original allotment to the 83 ex-servicemen, subsequent changes in the land records and the findings of the Sinha inquiry and Collector-CCLA report.</p> <p class="isSelectedEnd">It also sought verification of the documents used to issue pattas or title certificates and cancellation, after following due process, of pattas found to have been obtained through forged, false or otherwise invalid documents.</p> FGG said the available government land should be restored to its lawful status and considered for appropriate allotment to eligible ex-servicemen.
